One needs extra space in front of a chest of drawers in addition to the floor space occupied by the piece of furniture itself. You should leave enough room to be able to fully extend the drawers, as otherwise accessing files at the bottom end of the drawers can be uncomfrotable. Ideally you should also be able to stand in front of the unit, but if not, position the chest of drawers so you can stand at the side and work from there.
